Mentally Disabled Teen Gets 100 Years in Prison in Child Sex Abuse Case

By FoxNews.com 6/10/2009

"Attorneys and advocates are questioning why an 18-year-old East Texan with profound mental disabilities was sentenced to 100 years in prison in a child sex abuse case. They say the case of Aaron Hart was mishandled from start to finish and raises questions over how to deal with the mentally disabled when they encounter the criminal justice system. After a neighbor found Hart fondling her 6-year-old stepson in September, the East Texas teenager pleaded guilty to five counts, The Dallas Morning News reported Wednesday. Hart has an IQ of 47 and was diagnosed as mentally disabled as a child. He never learned to read or write and speaks unsteadily. Despite being a target of bullies, he was courteous, well-behaved and earned money by doing chores for neighbors, supporters said. His parents say he'd never acted out sexually. "He couldn't understand the seriousness of what he did," said his father, Robert Hart. "I never dreamed they would think about sending him to prison. When they said 100 years — it was terror, pure terror, to me."..."

Success Against Poverty Requires Thousands of Fathers

By Bill Janis -- Opinion --Louisa Republican Committee- Virginia  6/7/2009

"...Social scientists and economists are an argumentative lot. They seldom agree about anything. But nearly all agree on one point: The decline of marriage, and of the two-parent family, is a major cause of child poverty, which, in turn, contributes to increased risks for children and greater demand for social services. The collapse of the family is a pandemic that poses a clear and present danger to all Virginians today.Approximately two-thirds of poor children live in single-parent homes. The collapse of marriage is also a major contributor to welfare dependence, crime, abuse, drugs, failure in school, and teen pregnancy. ..."

By Janet DiGiacomo - CNN - 6/7/2009
"A 28-year-old Oregon woman has been charged with murder after the body of a new mother was found in the crawl space of her home. Rescue crews first went to Korena Roberts' home in Washington County on Friday in response to a call of a newborn in distress. They found Roberts' boyfriend unsuccessfully trying to revive the baby using first-aid techniques. Roberts told deputies the baby was hers, the county sheriff's office said. Medics noticed a lot of blood at the home, and sent Roberts and the baby to a hospital. "Doctors at the hospital were not able to revive the baby," said Sgt. David Thompson of the Washington County Sheriff's Office in a news release. "They also discovered that Ms. Roberts had not delivered a child at anytime in the recent past."Deputies returned to the home, where they found the body of 21-year-old Heather Snively in the crawl space under the kitchen, Thompson said. Authorities learned Snively had been pregnant at the time she was attacked, and they determined she was the mother of the infant."

Juvenile Court: Child support, truancy — murder

By Beverly Majors Oak Ridger - Tennessee 5/11/2009

"Juvenile Court Judge April Meldrum was the guest speaker last week at the "Lunch with the League," a League of Women Voters bi-weekly event. Meldrum was elected judge in 2006, defeating longtime Judge Patricia Hess. "I want to tell you about Juvenile Court and how little people know about it," the judge said.
Meldrum said Juvenile Court deals with child support issues, foster care cases, status offenses, traffic, all removal cases and delinquent offenses or crimes. The judge said her court deals only with child support issues for children born out of wedlock, and explained that status offenses have to do with crime only because those crimes involved those for people under age 18, such as alcohol and tobacco offenses.
"Juvenile Court is one of the most diverse," she said. "We can deal with anything from murder to child support."..."

Delores Laster killed husband, had her kids help move body, authorities say

By Bianca Prieto | Orlando Sentinel Staff Writer 4/25/2009

"Delores Laster wrapped a towel around the .22-caliber revolver, pulled the trigger and put a bullet into the back of her cheating husband's head 21 years ago. Then, unable to lift his 215-pound body by herself, she recruited her 10- and 11-year-old children to help carry Clarence Laster from their bedroom to the garage. Those are among the accusations made public Friday in 900 pages of evidence from the State Attorney's Office case against the Orange County schoolteacher, details that portray a family with a slew of secrets. Recent interviews by detectives with the couple's children, now adults, revealed information that helped Orange County homicide detective Cpl. Duwana Pelton close the cold-case murder last month. Laster, 61, was indicted on a first-degree-murder charge last month in the March 1988 killing. Pelton, a seasoned homicide investigator, was shocked to learn from the children that Delores Laster included them in a cover-up of the killing. ....Earlier this month a judge released Laster from jail without paying bail. She must wear a GPS monitor and stay away from her two older children, both of whom testified before a grand jury about their mother, according to police. She remains out of jail."

CPS should protect kids from abuse, not rumors

By Miriam Kuzbary -- Opinion --The UTD Mercury Online  4/27/2009

"April is National Child Abuse Prevention Month - a good time to consider the safety of children, and also the efficacy of that are intended to intervene on behalf of children. Namely, each state's version of Child Protective Services (CPS). Every child, no matter how bratty and annoying, deserves a decent home. The definition of a decent home varies from person to person, but it generally includes being kept relatively healthy and free from severe emotional and physical abuse. CPS ideally aims to provide this to as many children as it can, but it fails more often than many people seem to realize. I recall my personal experiences with CPS in Texas. When I was five, one of my father's co-workers held such a large grudge against my dad that he sent an anonymous tip to CPS, reporting that my father was molesting me. Even after putting me in a strange room alone with social workers who asked me questions that I barely understood, CPS refused to believe my repeated claim that I had never been touched inappropriately. I eventually had to record testimony to be shown to a judge to clear the record. All people (and organizations) make mistakes. I wasn't taken from my parents, and all was eventually made well. Not everyone is so lucky, as stories that pop up in newspapers around the nation continue to show."

Economy may boost violence in families

By The Eagle.com 4/13/2009

"Some hospitals report seeing more than twice as many shaken babies as a year ago. Deaths from domestic violence have increased sharply in some areas. Calls to domestic-violence hotlines have risen, too, and more than half the callers said their families' financial situation has changed recently. Across the country, these and other signs point to another troubling effect of the recession: The American home is becoming more violent, and the ailing economy could be at least partially to blame. ..."Our children and families are suffering," said Alane Fagin, who runs a Long Island nonprofit group called Child Abuse Prevention Services. "With more layoffs expected, the threat of foreclosure looming over so many and our savings disappearing, even the best parents can feel stressed out and overwhelmed. ....Not everyone is convinced domestic violence and child abuse are increasing. "So far from what I've read there is no evidence that is the case," said Ben Tanzer of Chicago-based Prevent Child Abuse. "Certainly we're concerned that certain communities may be in crisis, but we just don't know. ....Amy Wicks, a spokeswoman with the National Center on Shaken Baby Syndrome, said her organization has received reports from pediatricians around the country concerned about an increase in cases. "It's not just shaken baby; it's other forms of physical abuse," Wicks said. "A lot of fathers, or male caregivers, have been laid off and now they're home with the screaming baby. Sometimes the stress of a crying baby is just too much on top of everything else."..."

Using kids as weapons

By Barbara Kay -- National Post -- 4/1/2009

"Last weekend, I attended the Canadian Symposium for Parental Alienation Syndrome (PAS), Canada's first international conference on a form of child abuse that can be as bad as, or even worse than, sexual and physical abuse. ...The late psychologist and researcher Richard Gardner said of PAS, the term he coined in 1985, "I have introduced this term to refer to a disturbance in which children are obsessed with deprecation and criticism of a parent --denigration that is unjustified and/or exaggerated." ...PAS-level alienators -- whether male or female, the pattern of behaviour is identical -- are typically so pathologically consumed with anger triggered by rejection, that they are beyond the reach of reason or moral suasion. More than just punishing, they wish literally to wipe out the target parent's existence."

Former Md. cult member's faith in her son's resurrection doesn't make her insane, experts say

By Chicago Tribune.com 3/31/2009

"A former religious cult member who helped starve her son to death believes he will be resurrected, but legal experts say her extreme faith doesn't make her criminally insane. The mother made an extraordinary deal with prosecutors Monday that her guilty plea to child abuse resulting in death will be withdrawn if her 1-year-old son, Javon Thompson, comes back to life. Law experts and psychiatrists said there was no problem with the agreement because Ria Ramkissoon, 22, was mentally competent and freely entered into the deal, and extreme religious beliefs aren't deemed insane by law. "To say that someone is crazy because they have beliefs is very difficult," said Dr. Jonas Rappeport, a retired forensic psychiatrist and the former chief medical officer for Baltimore Circuit Court."
